Description of problem:
The default PHP settings in /etc/httpd/conf.d/owncloud-defaults.inc are omitted, because of <IfModule mod_php5.c>. It should be
<IfModule mod_php7.c> on Fedora 25 systems.

Still valid for owncloud-9.1.2-1.fc25 in testing.
