The Using Maven Behind a Proxy section was leftover in the OpenShift docs, from when the xpaas docs were removed.

I've created a PR to comment it out of the OpenShift docs: https://github.com/openshift/openshift-docs/pull/3386/files

But this should be included in the xpaas docs.
