Description of problem:

FB build enviroment requires use of a custom libtirpc when building tools, including test executables compiled via build_tester().

Add a TESTTER_CFLAGS option to config, keyed off the existing --with-fbextras flag, and pass through build_tester().

Lot of time since no activity on this bug. We have either fixed it already or it is mostly not critical anymore!
