Same problem as #1230373 (and related #1232595) in Fedora.

python-pyspf depends on python-ipaddr (base), but in fact first attempts to import python-ipaddress (base) if present. The latter is incompatible on EL.

This results in issues (e.g. with pypolicyd-spf) as soon as python-ipaddress is installed.

Patching python-pyspf to never import ipaddress seems to be the most straightforward fix.

pypolicyd-spf contains the same import logic and should probably be patched as well.
