Set /desktop/gnome/interface/gtk_key_theme to "Emacs" This should be in the documentation. Probably in section 10.17 in place
of the bit that says:
Text editing shortcuts Select one of the following settings:
GNOME Default: Use this setting for standard shortcut keys.
Emacs: Use this setting for Emacs shortcut keys.
