Description of problem:
Currently RHEL6 has a problem after a volume migration. See the following for

It would have be very helpful, if the scheduler could stop RHEL6 jobs from running until the problem was fixed. 

How reproducible:
In this case the problem will always happen.

Steps to Reproduce:
1.See the above issue.

Actual results:
This issue causes system to go broken and putting systems back online while the problem exists causes additional RT tickets to be generated and requires more manual intervention.

Expected results:
The scheduler should have a feature that allows for jobs on specific releases
to be held.
