Description of problem:
CloudForms 4.2 introduced Cockpit as administration tool to manage VMs & instances. A new button is available on all VMs to open Cockpit interface on a new browser window. However, the instances on public clouds don't have the icon in CloudForms to access the Cockpit admin tools.. Cockpit integration needs to be implemented overall for true unified management. This also includes Self-Service UI where a cockpit button should be displayed for public cloud instances.

Steps to Reproduce:
1. See description, navigate to a VM and access the admin console via Cockpit
2. Do the same with a public cloud instance

Actual results:
Cockpit button is missing from the public cloud instances

Expected results:
Cockpit button must be displayed for public cloud instances for consistency.
