Description of problem:
In CloudForms (4.2, 4.1), the new ca-central-1 region is not available to select. 

Version-Release number of selected component (if applicable):
4.2, 4.1

How reproducible:
Region is not available, hard coded. 

Steps to Reproduce:
1. Compute > Cloud > Providers
2. Add new provider
3. Type > AWS

Actual results:
ca-central-1 is not listed

Expected results:
We'd like the new Canadian region to be listed!

This is probably obvious, but just in case, what else is missing and lets make sure we pull it all into the next z-stream.

Verified in 5.8.0.4. I can add ec2 provider with Canada-Central region.
