Description of problem:

Capsule does not use pulp.conf, whereas a Satellite does.  This causes some issues as RPM upgrades break capsules (we have to remove the pulp.conf because of BZ1368085), but we need to preserve it on Satellite.

Also, the configuration of pulp is done in 2 places in the installer.  It would be ideal if it was only configured 1 place, and the same as much as possible.
