Description of problem:
Provider Conditions has wrong title in the tree.

Version-Release number of selected component (if applicable):
5.7.1.0.20170124142149_8a5f4d5 

How reproducible:
Always

Steps to Reproduce:
1. Navigate to Control->Explorer.
2. Expand Conditions accordion.

Actual results:
There is "Container Provider Conditions" node in the tree.

Expected results:
According this comment https://github.com/ManageIQ/manageiq/pull/11002#issuecomment-258120914 I assume that type of conditions is for all providers. So the node string should be "Provider Conditions".

Federico,

When clicking on "Container Node Conditions" in the tree, title in the right cell changes to All Node Conditions. Please look into that one as well, probably same issue as "Container Provider Conditions" node.
