The openstack-heat-docker-agents:10.0 container image is missing the python-memcached and MySQL-python packages which make the deployment fail in isolation:

I'm cloning this Bug to osp11 , as I'm encountering the exact same issue with latest OSP11 docker images and latest puddle.
