Description of problem:
I set the DHCP range start to 0.1.1.1, and then applied the changes.   Note I had entered all valid data otherwise.   It hung, and after about 15 minutes was still hung.

I did this multiples across to fusor instances, and always got the same results.

How reproducible:
Every time

Steps to Reproduce:
1.  Install the QCI media
2.  Enter valid information in the fusor-installer, except 
    enter DHCP Range Start address that starts with a 0.
3.  Apply changes.

Actual results:
fusor-installer never returns.

Expected results:
It to complain that the address is invalid.

Note, entering an address starting with zero for the DHCP range end  does not have the same effect.
