Description of problem:
Trying to file a bug for Fedora using the "File" link at testcase run has failed for me with denial.

Version-Release number of selected component (if applicable):
Nitrate 3.8.17

Steps to Reproduce:
1. click https://tcms.engineering.redhat.com/caserun/15047088/bug/?a=file

Actual results:
Sorry, either the product Fedora 25 does not exist or you aren't authorized to enter a bug into it.

Expected results:
you get a Enter Bug page with some metadata prefilled as usual

Additional info:
looks more like a problem with products listing than TCMS itself, but if it is such design flaw, it must be corrected at all the appropriate places, feel free to file blocker bugs for all the dependent tooling
