Psi4 has undergone major changes recently (e.g. it no longer depends on boost), and needs to be updated.

Updating to the next release will require some supporting packages to be added in Fedora.

This bug appears to have been reported against 'rawhide' during the Fedora 26 development cycle.
Changing version to '26'.

libefp is no longer a mandatory requirement and pybind11 has been included, so psi4 has been rebuilt.
