Description of problem:
The strongswan vici python bindings are not packaged. They are available from pypi but including them in the strongswan package or a separate strongswan-vici-python package would be nice to have.

Relevant files are in src/libcharon/plugins/vici/python/vici/ in the source tarball

There are also perl and ruby bindings for the same thing, which might be packaged too. But maybe we can start with python binding.

Problem is it does not seems to be ready for Python3, at least helpers provided by configure script do not work with python3.
