100%

Steps to Reproduce:
1. Install RHVH4.1 via PXE.
2. Deploy HostedEngine step by step.
3. Put host into local maintenance via cockpit or cmd(" hosted-engine --set-maintenance --mode=local)

Actual results:
After step3,

[root@dhcp-11-126 var]# hosted-engine --set-maintenance --mode=local
Unable to enter local maintenance mode: there are no available hosts capable of running the engine VM.


Expected results:
After step3,
Put host into local maintenance successfully

"put host into local maintenance" need another host in the same cluster, after add another host to the same cluster, put host into local maintenance can successful.

So close this bug.
