Proposed backport to 1.28.1.  Please check this patch and let me know if it is correct.  I had to regenerate it by hand.  Thanks.

Patch has been confirmed to apply cleanly to zoneminder 1.28.1 and has been verified to make the appropriate changes to image.php and file.php.
