Parsing should work with DNF global everywhere.

This bug appears to have been reported against 'rawhide' during the Fedora 26 development cycle.
Changing version to '26'.

I refactored the setting for option parser for repo-pkg command and it should solve the issue (https://github.com/rpm-software-management/dnf/pull/920).
