Description of problem:

  Client machine registered to capsule not registers to capsule default location.

Version-Release number of selected component (if applicable):
Satellite 6.2.6

How reproducible:
1)  Have a Satellite 6.2.6 Server
2)  Register/sync a capsule server the the satellite assign it to a sub location and organization other them default organization/location
3)  create activation key on satellite with organization and content view
4)  Install katello-ca-consumer certificate of capsule to a client machine
5)  Now register a client machine to capsule using the activation key
6)  Find a host that registers to different location then the one which capsule belongs.

Actual results:

Expected results:

Need to be able to register a capsule client machine on sub location and organization

Additional info:
Tried to do manual registration also no luck
