Description of problem:
The Instance/VM 'Set Retirement Date' page only supports selecting a date, and by default assigns midnight UTC on that date.

This page should support setting a date and time (for the configured timezone) to provide customers with more fine grained control of their resource retirement.

Verified on 5.9.0.11.
