The issue ended up being that that tests do not pass on Python 3.6, and the issue was already reported upstream:

https://github.com/zopefoundation/zope.configuration/issues/16

For now I've just disabled the tests on Rawhide and linked to that issue. We can re-enable them when upstream fixes it.
