This bug appears to have been reported against 'rawhide' during the Fedora 26 development cycle.
Changing version to '26'.

I do not think the change propagated as pagure still shows you as 'main admin' and I'm not able to merge the request.

I'd also like to give commit ACLs to '@ruby-packagers-sig' if you do not mind.

Would you mind kiving it another look?

You're right, when I try to change it again, it says "The access of this repository are being updated, this may take a little while and during this time you or some of your contributors may not be able to push to the repository."
