Description of problem: it is required to provide information about Dialog Element, to make sure user understand what they have to enter. Today, It is possible to use “Description” field but there are no indication how to display it, you have to put mouse over Element Label which is not natural


Additional info: an help icon (?) will clearly indicate there are information available and by mouseover or a click information will be displayed

After merging https://github.com/ManageIQ/ui-components/pull/163, the help icon is displayed in the dialog.

We just merged the change into Master this morning that should enable those description fields to be turned on if they had been set.  If you build a new appliance from this point forward it should be working fine.
