It is now possible to hot plug and unplug SR-IOV virtual functions to running virtual machines.

A procedure for adding and removing VFs from running virtual machines should be documented.

Not a bug. 

Hot-plugging/unplugging a VF is no different from hot-plugging/unplugging any other network interface. This procedure is already documented in the VMM guide.
