Verified,
On version:  openstack-tripleo-heat-templates-5.2.0-18.el7ost.noarch

On an OSPD deployment, Cinder.conf includes correct values:
# (string value)
#nova_catalog_info = compute:Compute Service:publicURL
nova_catalog_info = compute:nova:internalURL

# Same as nova_catalog_info, but for admin endpoint. (string value)
#nova_catalog_admin_info = compute:Compute Service:adminURL
nova_catalog_admin_info = compute:nova:adminURL

A cinder retype command was tested with a 1G volume, migrated successfully from LVM to NFS:

[stack@undercloud-0 ~]$ cinder list
