On sat6.3 snap 13 the owner of the destination directory is not altered after backup (though the group and permissions are):

]# ll /var/tmp
drwxr-xr-x. 2 root root   6 Aug 31 06:25 backup

~]# katello-backup --skip-pulp-content /var/tmp/backup
...
**** BACKUP Complete, contents can be found in: /var/tmp/backup/katello-backup-20170831062627 ****

~]#  ll /var/tmp
drwxrwx---. 3 root postgres  43 Aug 31 06:26 backup
