engine starts a VM on another host, but not on assigned.

ovirt-engine-4.1.1.2-0.1.el7.noarch

Steps to Reproduce:
1. Login to admin portal
2. Select VM. Shutdown it.
3. Press "Edit"
4. Go to "Host" tab
5. At "Start Running On:" select any desirable host. Not SPM host.
6. Start VM.

Actual results: VM doesn't start on selected host at step #5.

Steps:
1. I selected VM "newrhel74"
2. Selected to run it on host "hyper03"
3. Started this VM.

It started on "hyper04"
(our RHV installation has 2 up&running hosts: hyper03 + hyper04).
