octave-4.2.1-2.fc26 on koji is built against Qt4.
It's should be built against Qt5 -- perhaps there is a problem with build environment? 
I suggest to add "--with-qt=5" to the configure options. 
Also build dependence on qscintilla should be changed to qscintilla-qt5
