This bug has been copied from bug #1390938 and has been proposed
to be backported to 7.3 z-stream (EUS).

I don't think this makes sense for 7.3 z-stream.  The OVN feature is new
in openvswitch version 2.6, which is currently only packaged for the fast
datapath beta channel.
