Description of problem:
We do bundle OCIL definitions in Source DataStream, but we do not provide it as a separate file. This is a problem, in case you want to perform scan with XCCDF file, and selecting --oval-results.

1. oscap xccdf eval --profile C2S --oval-results --report /dev/null /usr/share/xml/scap/ssg/content/ssg-rhel7-xccdf.xml

Actual results:
Fails with error
OpenSCAP Error: Unable to open file: '/usr/share/xml/scap/ssg/content/ssg-rhel7-ocil.xml' [oscap_source.c:266]
Could not find file /usr/share/xml/scap/ssg/content/ssg-rhel7-ocil.xml: No such file or directory. [sds.c:646]


Expected results:
ssg-rhel7-ocil.xml is present in /usr/share/xml/scap/ssg/content/ and no error is shown when command is run
