cloud-init (0.7.9) has problems generating network configuration files from openstack network-data.json.  There are three upstream bug reports:

- https://bugs.launchpad.net/cloud-init/+bug/1665441 (cloud-init raises an exception because of a typo in cloudinit/net/sysconfig.py)
- https://bugs.launchpad.net/cloud-init/+bug/1669504 (cloud-init fails to apply correct network configuration if there are both ipv4 and ipv6 default gateways)
- https://bugs.launchpad.net/cloud-init/+bug/1670052 (cloud-init raises an exception and fails to apply configuration if there are too many nameservers)
