 Packages are in place with correct version on latest build, however no hardware to test it on.

https://review.openstack.org/#/c/456382/ is the Ocata version of the patch. It's necessary for upgrading from osp-10 to 11. No further changes to 10 are necessary.

Will ask Dell QA to test run all the cinder tests
