dist-git commit for master

See https://bugzilla.redhat.com/show_bug.cgi?id=1327979#c19 for explanation.

tl;dr I'd like to install a kernel json file with the package. One for the python2 package and one for the python3 package. I believe that that is the only thing that makes the kernel discoverable by Jupyter.

I've attached a patch for dist-git. It's a commit and I have the power to push it, so if you agree, all you need to do is to give me the blessing.

Thanks

New version that relies on ipython >= 4. Actually calls ipykernel install.

Built in F26 as python-ipykernel-4.5.2-6.fc26

Submitted a buildroot override. Will create update with ipython and notebook soon.
