Latest version is 0.10.26

The tests are enabled but their required dependencies are commented out, you should either disable the tests or enable the requirer BR.

- Update to 0.10.26

The tests fail for a number of reasons (not present in pypi tarball, needing old pylint, prospector not packaged).  But I would just as soon have them run so we can keep track of their status.

This package was never imported, but the repo was created... Orion, do you want to push it to the repos, or should we properly retire the package?
