Description of problem:

Feature request to include BGPVPN capabilities

BGPVPN scenarios require the following packages:

- networking-bgpvpn (API/Service plugin)
- networking-bagpipe (as reference driver)

The intention in the short-term is to support networking-bgpvpn, but the community requires the bagpipe driver to complete the following blueprint:

From a product perspective, the goal is to introduce the API only (and don't ship or support the OVS-based reference implementation). Support at this point will be provided by 3rd parties via the certification program.
