Description of problem:


Feature request to include L2GW capabilities

L2GW scenarios require the following packages: 

- python-networking-l2gw
- openstack-neutron-l2gw-agent

The intention in the short-term is to support networking-l2gw API, but the community requires the reference driver to complete the following blueprint:

From a product perspective, the goal is to introuduce the API only (and don't ship or support the OVS-based reference implementation). Support at this point will be provided by 3rd parties via the certification program.
