Always

Steps to Reproduce:
1. Go to Services -> Catalog items
2. Add a catalog item
3. Add a button group for it
4. For that button group add another button group
5. Add button item for that group
5. Click on that group

Actual results:
Loading image appears next to that group and tree view for catalog items is unusable.

Verified in 5.8.0.13-rc2.20170502165848_0f98658. Expanding Button Group in Catalog Items works without errors.
