Description of problem:

Package TurboGears2 depends of package "python-webflash", which was retired in f26 and rawhide.

This package dependency should be removed, as upstream TurboGears2 do not depend on webflash any longer.

Steps to Reproduce:
build TurboGears2 package on Rawhide.

This bug appears to have been reported against 'rawhide' during the Fedora 27 development cycle.
Changing version to '27'.
