In the openscap file that gets installed to /etc/atomic.d/openscap, we need to use the fully-qualified docker name:

registry.access.redhat.com/rhel7/openscap

If the short name is used, when atomic attempts to scan, it will fail attempting to find the scanning container on the registries.

The Atomic CLI has updated its default image with the full name as well.
