The neutron repo has held an ovsdb library for many releases. There is an ongoing effort during the Pike cycle to split out that code in to its own repo so it could be reused by many projects including:
- os-vif
- Kuryr
- oVirt
- networking-ovn
- Neutron

That means we need to go through the packaging process in RDO & OSP.
