Description of problem:
Cannot live migrate cinder volume attached to instance from 1 backend to another backend

Version-Release number of selected component (if applicable):
RHEL OSP 10

How reproducible:
Everytime.

Steps to Reproduce:
1. Configure two cinder backends. 
2. Try to perform the live-migration of IN_USE cinder volume. 
3. Migration is getting failed. 

Actual results:
Migration is getting failed. 

Expected results:
It should get successfully completed.

The behaviour for available volume migration is expected.  Live migration where ceph is the target is not supported in Newton, this feature is actively being worked on and should appear in a release soon.
