Description of problem:
katello-restore does not support "--skip-pulp-content" option.

Version-Release number of selected component (if applicable):
katello-common-3.0.0-17.el7sat

How reproducible:
Always

Steps to Reproduce:
1. Create a backup using option "--skip-pulp-content" of katello-backup
2. Backup pulp content separately
3. Try a restoration

Actual results:
katello-restore fails due to non existing file pulp_data.tar

Expected results:
katello-restore accepts "--skip-pulp-content" the same way katello-backup does and does not try to restore pulp content
