Description of problem:
When you click on question marks in conditions expression editor you got infinite spinner.

Always

Steps to Reproduce:
1. Navigate to Control/Explorer.
2. Expand Conditions accordion.
3. Open condition creation screen.
4. Click on the hyperlink with three question marks.

Actual results:
Infinite spinner.

Expected results:
Nothing should happen.
