What is the difference b/w this bz and 1408361 - Warning messages throwing when EC volume offline brick comes up are difficult to understand for end user.

This is 3.3 bug. 1408361 was raised as 3.2 bug. Changes submitted for 3.2 didn't make it hence raised this bug to integrate the fix.
