Description:
Even without KRA installed the menu item for Vaults is shown in IPA user self-service. Then after clicking on Vault menu item an error dialog is shown. In Admin's WebUI Vault menu item is displayed correctly only when it should be displayed.

Expected behavior:
In self-service 'Vault' menu item should be displayed only when KRA is installed (using ipa-kra-install) - should have same behavior as in Admin's WebUI view.
