Description of problem:
There is missing documentation for how to enable the https://bugzilla.redhat.com/show_bug.cgi?id=1264085, which is disabled by default.

There is no official documentation for how to enable this functionality on HE environment.

Expected results:
Documentation should be provided.

Additional info:
Functionality should be enabled after deployment by clicking on "Clusters" tab in UI->selecting your hosted-engine host cluster->Edit->Sheduling Policy->click on "+" to add additional property->select HeSparesCount->input desired number forHeSparesCount->press OK button to enable.
