Description of problem:

(working with checkpolicy package according to the reproducer)

This happens only if the content is synchronized via satelltie-sync from RHN. 

Additional info:
Checksum is the same in both cases, corrupted and non-corrupted description.

We investigated the issue already and found out the problem is on the RHN side. Closing as duplicate of Bug 1385726.
