Description of problem:
In order to be able to switch the majority of applications to IDNA2008, an easy way for applications to switch to it must be provided. libidn2 2.0.0 provides that compatibility layer, and thus we should switch to it in F27 to allow applications to link to it. Ideally that switch could also be in F26 to allow for early adoption/trials.
