Description of problem:

shutil.make_archive doesn't archive empty directories

How reproducible:
always

Steps to Reproduce:
1.have directory with empty subdirectories
2.create archive of that directory

Actual results:
empty subdirectories are not in the zip file

Additional info:
Works in Fedora 25, fails in EL 7.3

Verified on python-2.7.5-57.el7. Test is included in upstream test suite.

$ python test_shutil.py

test_zipfile_vs_zip (__main__.TestShutil) ... ok
