Description of problem:
Hello!

I have this version of engine Version 4.1.1.3-0.1.el7 and seems like it's a bug it doesn't have 4.1 capability version

How reproducible:
100%

Steps to Reproduce:
1. go to https://engine/ovirt-engine/api/v3/capabilities/
2. see there's no '<version major="4" minor="1" ... '

Expected results:
There is capability version 4.1.
